1. Brief overview of Tokyo’s Masjid Otsuka
Established in year 2000 and recognized by Japanese government, Masjid Otsuka located at the heart of Tokyo has been serving the Muslim community for decades. Through its dedicated volunteer work, Otsuka Masjid also supports a wide range of activities, including Da’wah initiatives, educational programs, and social welfare efforts, and participating in local humanitarian efforts such as feeding the homeless. Japanese national media narrates otsuka masjid as “If you look inside, you’ll find a somewhat nostalgic “Showa era” kindness, and the spirit of Islam that tries to help those in need spreads out”.
Additionally, Otsuka Masjid manages halal certification, marriage and family counseling, and funeral services, ensuring comprehensive support for Muslims across the greater Tokyo area. The current masjid building occupies a modest five-story structure on a total land area of just 106 m2.

2 Challenges and Need for Expansion (Space demand is ~5 times higher than the current building capacity)
As the Muslim community in Tokyo continues to grow, Masjid Otsuka faces challenges in fulfilling its role as a central place of worship and community support. The limited space of the masjid results in overcrowding, especially during Jumu’ah prayers, Ramadan programs, Eid prayers and other major gatherings. long queues outside the masjid are quite common in Fridays and we conduct three separate Jumu’ah sessions and 4–5 Eid prayers to accommodate all worshippers. In addition, the wudhu facilities and restrooms are insufficient for the volume of visitors, causing delays and inconvenience, particularly during peak times.vAdditionally, the current structure lacks dedicated spaces for various essential activities, such as educational classes, youth programs, and community events.

By redeveloping Masjid Otsuka into a larger, multi-functional facility, JIT aims to provide a sustainable solution that will:
- Accommodate the religious needs of the growing Tokyo’s Muslim community.
- Enhance educational and outreach activities
- Provide basic environment for both Muslims and the broader non-Muslim community in Toky
3. Overview of the Expansion and reconstruction project
Masjid Otsuka expansion initiative aims to transform the existing structure into a modern, multi-functional facility that will not only accommodate a larger number of worshippers but also provide essential services and resources for the Muslim community in Tokyo.

The project will be executed in three key phases:
Phase 1: Acquisition of the Adjacent Building 1 (Specific target for this campaign)
Currently, the purchase contract has already been finalized, with only the payment remaining. Currently, the first floor of this building is operational and houses the Halal Certification Office under JIT. The remaining floors will serve as a temporary prayer space during special events, significantly alleviating crowding issues experienced during peak times.
